Kampala, Uganda — October 2026. Ellodoctor Foundation Ltd today announced the School Health Records and Referral Service, a paperless platform that gives every learner one digital medical record, from the pre-medical check at the start of the year to the school sick bay and any referral in between.
The service lets parents take their children for pre-medical checks at any hospital, clinic or family doctor they choose. The results go straight onto Ellodoctor as the learner’s baseline record and reach the school instantly, with no forms to carry, file or lose.
Schools enrol for free, with no administrative paperwork. The platform works on a mobile phone, tablet or computer wherever there is internet.
The problem: a learner’s health story is scattered on paper
At the start of every school year, learners go for pre-medical checks at many different providers — whichever hospital, clinic or family doctor each family uses. The results come back on paper forms, cards and letters, if they reach the school at all.
At the sick bay, the school nurse often has no baseline to compare against. When a learner falls ill at night, gets injured on the sports field or must be referred out, the history needed to act quickly is in a file, at home or nowhere.
When a learner changes school, finishes a level or goes home for the holidays, the paper trail rarely follows them. Each new provider starts again from zero.
How the service works
One record follows the learner through five steps, all on the same platform.
- The school enrols for free by following the link on the Ellodoctor website and uploading its learners.
- The parent activates the learner’s record by scanning the school’s Ellodoctor QR code or logging in to the platform.
- The learner is checked at any facility the family chooses. The health worker records the results on Ellodoctor, creating the learner’s baseline medical record, which is sent to the school straight away.
- The school nurse records every sick bay visit — each case, treatment and occurrence — linked to that baseline, building a continuous history through the year.
- When a learner needs care outside school, the nurse issues a digital referral ticket to the receiving hospital, clinic or family doctor. The outcome comes back into the same record.
The parent, the school and the learner stay connected to one medical history for the full year, whether the learner is in school or out of school. School management sees real-time reports on cases and referrals.

Enrolment is free and takes no administrative paperwork. Head Teachers and School Directors can sign up from the Ellodoctor website and start using the service the same day.

Parents keep the freedom to choose their own doctor. Take your child for the pre-medical check at any hospital, clinic or family doctor, then activate the record by scanning the school’s Ellodoctor QR code or logging in to the platform.
From then on, you, the school and your child share the same medical history. If your child is seen at the sick bay or referred for care, it is recorded in one place you can follow.

Hospitals, clinics, laboratories and family doctors can join Ellodoctor as Partner Facilities. Once registered, your health workers record a learner’s pre-medical check directly on the platform, and the result reaches the learner’s school and parent immediately.
- Receive more learners — families can choose any participating facility for pre-medical and referral checks.
- Receive referrals with context — a digital ticket from the school nurse arrives with the learner’s baseline and recent sick bay history.
- Close the loop — your findings and treatment go back into the same record, so the school and parent can follow up.

Going paperless, greening Uganda
Every school medical form, referral letter and sick bay register that moves online is paper that is never printed, carried or stored. Across Uganda’s roughly 13.8 million learners (MoES EMIS, 2025/26), that adds up to millions of sheets each year.
